This is because JAMB has stopped the selection of two (2) public higher institutions as your first and second choice. Kindly take a look at them to enable you make a wise decision.

Don’t select higher Universities as your Second Choice as they will not accept you. Put your desired University as your First choice, then make a selection of second choice University from the list of Universities listed below.
If you had made any mistake in selecting any higher institution (i.e. any University not listed below) as your Second choice and you did not score high, kindly do JAMB CHANGE OF INSTITUTION AND COURSE HERE so that you will be considered in the two Universities; which means if the First Choice University did not accept you, the second choice University will accept you.
