The National Agency for the Control of AIDS (formerly National Action Committee on AIDS) was established in February 2000 to coordinate the various activities of HIV/AIDS in the country.

National Agency for the Control of AIDS is recruiting the following personnel:

Job title: Data Analyst

Supervisor: Technical Advisor, Data systems and Analytics

Qualifications/Experience

  • First degree in Public Health, Sciences, Mathematics, Computer Science, Economics, or Statistics
  • Minimum of 2 years working experience in managing and analysing data as a data analyst
  • Familiarity with HIV/AIDS programs especially donor funded programs in the country
  • Experience working in Nigeria with Government and donor partners working in HIV/AIDS programs at national and state level respectively.
  • Experience with monitoring and evaluation of HIV/AIDS
  • Demonstrate experience with DHIS and electronic medical records
  • Have in-depth knowledge of existing country HIV/AIDS data sets and donor reporting requirements: PEPFAR; Global Fund HIV and NCAPS
  • Proficiency in statistical software and data visualization tools
  • Demonstrated skills in data analysis and visualization, monitoring systems, program coordination and implementation, and evaluation, preferably relating to HIV/AIDS or other public health programs.
  • Excellent analytical, written and oral communication skills.
  • Excellent interpersonal, facilitation and team building skills,
  • Demonstrate ability to work independently.
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques
  • Strong knowledge of and experience with reporting packages (Business Objects etc), databases (SQL etc), programming (Python, Oracle, XML, Javascript, ETL frameworks)
  • Knowledge of statistics and experience using statistical packages for analysing datasets (Excel, SPSS, SAS etc)

Job title:  Technical Advisor: Data systems and Analytics

Supervisor: NACA DG

Duration of contract: 13 months

Location: Abuja

Qualifications/Experience

  1. 3 to 5 years’ working experience in mining and managing big data as a data analyst
  2. Experience leading analytics projects and ability to multi-task while prioritizing important deliverables
  3. Proven ability to analyze data and understanding of how data analysis translates into policy decisions
  4. Working knowledge of advanced modelling techniques such as cluster analysis, structural equation modelling and hierarchical linear modelling
  5. Experience using data analytics and visualization tools such as Cognos, Alteryx Tableau, Qlik, Spotfire, PowerBI, and ThoughtSpot
  6. Strong knowledge of and experience with reporting packages (Business Objects etc), databases (SQL etc), programming (Python, Oracle, XML, Javascript, ETL frameworks)
  7. Familiarity with using cloud services (AWS, Google, Azure) or Big Data tools (Hadoop, Hive, Spark) in data science solutions
  8. Demonstrable knowledge in artificial intelligence, machine learning, data science, and other relevant technical domains
  9. Strong quantitative and analytical skills with data science tools, including Python, R, Scala, Julia, or SAS
  10. Advanced degree in Public Health, Mathematics, Computer Science, Economics, Statistics or related fields is an added advantage

Job title: Finance Management Consultant Supervisor: NACA DG
Duration of contract: 13 months

Location: Abuja
Qualifications/Experience

  1. Degree in Accounting/Finance/Business Administration
  2. ICAN or equivalent degree CA, CPA, ACCA,CISA,CFE) strongly recommended
  3. A minimum of 10 years accounting or auditing and grants management experience
  4. Demonstrated experience working with donor funded programs
  5. Experience in budgeting and budget management
  6. Excellent understanding of financial systems and procedures
  7. Excellent skills in computerized accounts packages, Excel, PowerPoint and Word
  8. Strong written and verbal communication and interpersonal skills
  9. Strong management, supervisory, and capacity building skills, including at least 5 years’ experience in managing teams of professional staff.
  10. Sound knowledge of the Government of Nigeria structures and policies relevant to the management and oversight of Global Fund programs will be an advantage.

Job title: Technical Advisor: HIV Epidemic Control and Sustainability

Supervisor: NACA DG

Duration of contract: 13 months

Location: Abuja

Qualifications/Experience

  • MBBS, MD or advanced degree in public health social or behavioural sciences
  • At least 12 years’ experience with designing and implementing HIV programs
  • Experience with the monitoring and evaluation of HIV programs
  • Demonstrated experience with donor partners working in HIV/AIDS programs at national and state level respectively.
  • Have in-depth knowledge of existing country HIV/AIDS data sets and donor reporting requirements
  • Excellent analytical, written and oral communication skills.
  • Excellent interpersonal, facilitation and team building skills.
  • Demonstrate ability to work independently.

Job title: GF Finance & Compliance Lead

Supervisor: SA to the DG on GF Project  and TA Finance Management Consultant

Duration of contract: 13 months

Location: Abuja

Experience

  1. Degree in Accounting/Finance/Business Administration
  2. ICAN or equivalent degree CA, CPA, ACCA,CISA,CFE) is added advantage
  3. A minimum of 10 years accounting or auditing and grants management experience
  4. Effectiveness in training and coaching finance and non-finance staff in internal control policies and procedures to ensure highest standards are maintained
  5. Excellent experience of budgeting and budget management
  6. Excellent understanding of financial systems and procedures
  7. Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
  8. Strong communication and interpersonal skills
  9. Ability to manage a complex and diverse workload and to work to tight deadlines
  10. Ability to build a proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
  11. Strong management, supervisory, and capacity building skills, including at least 5 years’ experience in managing teams of professional staff.
  12. A good knowledge of public health issues in Nigeria and a knowledge of policies and processes of the Global Fund to Fight AIDS, Tuberculosis and Malaria combined with a good understanding of the programmatic issues linked to fight against Aids.
  13. Strong written and oral communication skills, including professional level English language skills.
  14. Ability to work independently while being a strong team player.
  15. Sound knowledge of the Government of Nigeria structures and policies relevant to the management and oversight of Global Fund programs will be an advantage.
  16. Preferably at least 3 years’ experience working with donor funded projects.
  17. Strong leadership skills and ability to respond effectively to deadlines and high-pressure situations.
  18. Good understanding of budgets, financial processes and financial reporting and compliance with donor requirements.
  19. Ability to work with multi-sectoral teams and produce positive results

Job title: NACA GF Project Coordinator/ S A to the DG on GF

Supervisor: Director General

Duration of contract: 13 months

Location: Abuja

Experience

  1. Medical or Advance degree in public health
  2. Minimum of 10 years’ experience working in development field, program implementations preferably public health
  3. Good knowledge and experience working on donor funded public health project (preferably Global Fund) at a country scale
  4. In-depth understanding of the Global Fund and its operational principles and guidelines
  5. In-depth understanding of Global Fund grant management architecture
  6. In-depth understanding of NACA’s departments and their functions
  7. Experience leading teams delivering results
  8. Demonstrable Experience working with Government Ministry, Department and Agencies at both Federal and state level respectively
  9. Good analytical and presentation skills
  10. Excellent communication (verbal and written) and interpersonal skills
  11. Effective relation building capability in order to maintain good relation with all departments and its staff, management, associates and funders
  12. Result-oriented, focused, highly skilled in writing, planning and strategizing
  13. Proficient with computer skills.
